ELGIN TOWN COUNCIL MEETING
MINUTES FOR JANUARY 5, 2016
CALL TO ORDER
The monthly meeting of the Elgin Town Council was held Tuesday, January 5th at 6:00pm with Mayor Melissa Emmons presiding.
ROLL CALL
Present were Mayor Melissa Emmons, Councilman Brad Hanley, Councilman Edward Smith, Councilwoman Candy Silvers, and Councilwoman Dana Sloan.
INVOCATION
Mayor Melissa Emmons gave the invocation.
PLEDGE OF ALLEGIANCE
Councilman Brad Hanley led Town Council and all others attending the meeting in the Pledge of Allegiance
ACCEPTANCE OF DECEMBER 1, 2015 MEETING MINUTES AND DECEMBER 9 SPECIAL MEETING MINUTES.
A motion was made by Councilman Brad Hanley to accept the December 1st minutes with a 2nd motion by Councilwoman Dana Sloan without further discussion and a unanimous vote.
A motion was made by Councilman Ed Smith to accept the December 9th special meeting minutes with a 2nd motion by Councilwoman Candy Silvers without further discussion and a unanimous vote.
DECEMBER COMPLAINTS

COUNCIL BRIEFING
- Councilman Ed Smith stated the Park lights are in the process of being installed. 6 lights have been installed and 2 had to have parts ordered.
- Councilman Brad Hanley had no report
- Councilwoman Dana Sloan had no report
- Councilwoman Candy Silvers stated the lights at the Military Salute were not working. Mayor Emmons stated they had been repaired and thanked Councilwoman Silvers and Sloan for reporting the problem.
?OLD BUSINESS
Chief Brown updated Mayor and Council on the progress being made with the new Worker?s Compensation insurance.? Councilman Ed Smith was nominated to serve on the Safety Committee with a motion by Councilwoman Candy Silvers and a 2nd motion by Councilman Brad Hanley without further discussion and a unanimous vote.? Chief Brown scheduled a safety meeting for Wednesday, January 6th at 6pm.? Chief Brown stated the Town?s personnel manual needed to be reviewed by the Labor Attorney through SMIRF so they could receive additional points to discount the Worker?s Compensation premium.? The Town Clerk will forward a copy of the personnel manual to the Labor Attorney for review.
PUBLIC MEETING
NEW BUSINESS
Councilwoman Dana Sloan provided Mayor and Council information on FOIA updates due to Bill 3191 being reviewed by the South Carolina General Assembly.? The bill proposes changes in fees that are currently in place with various agencies and Municipalities.? The Bill has passed through the House and is on the schedule for January – South Carolina General Assembly 121st Session, 2015-2016.? After discussing the materials Councilwoman Sloan provided, Mayor Emmons recommended Council bring their ideas to the February Council Meeting for further discussion.? It was recommended and agreed to post the current FOIA request form and fee schedule on the Town of Elgin website, which can be updated as the need arises.

A motion to adjourn the meeting was made at 6:30pm by Councilman Brad Hanley with a 2ndmotion by Councilwoman Candy Silvers, with a unanimous vote.
