November 1, 2011- Minutes

The monthly meeting of the Elgin Town Council was held Tuesday, November 1, 2011 at 7 p.m. at the Elgin Town Hall with Mayor Brad Hanley presiding. Councilman Ross was absent. Invocation by Melissa Emmons and Pledge of Allegiance led by Larry Risvold followed.

Motion to approve the October minutes by Larry Risvold, 2nd by Melissa Emmons. Unanimous vote.

Mayor Hanley noted the two new business licenses: Palmetto Properties & Construction (Temporary) and RAS Contracting LLC

Financial Info: Mayor Hanley noted that the Local Option sales tax was more than last year, but less than budgeted, and that Police fines showed a net for October of $3,116.

2nd Reading ? Ordinance 152 (Amended). Motion to adopt the 2nd reading by Norman Ernst, 2nd by Melissa Emmons. Unanimous vote.

Chief Harold Brown (Elgin PD) presented an award of merit to Officer Doug Barton. He had noticed at fire at a residence in Windy Hills on Aug. 5th, and put the fire out before it spread, before the Fire Dept got there. The residents of this home (Mr. & Mrs. Bell) were in attendance to thank Officer Barton. Mayor Hanley presented Officer Barton with a plaque from the Town in recognition. Mr. & Mrs. Bell gave Officer Barton a cake as a Thank You from their family.

Chief Brown also presented the 2011-2011 Victim Advocate Budget for council?s approval. Larry Risvold motioned to accept the budget, 2nd by Norman Ernst. Unanimous vote.

Chief Brown suggested to Council that Pine Street become a ?right turn only? street onto Main Street between 7 a.m. and 7 p.m. He also suggested that on Hwy 1 at Pine Street be changed to allow a left turn lane ? right side of road already has pavement extended for the through traffic. He suggested that the Highway Department check into these two suggestions.

Appointments ? Melissa Emmons recommended that Tabitha Kernan be appointed to the Planning and Zoning Committee. Other nominees for this committee and the Zoning Board of Appeals will be taken at the next council meeting.
