ELGIN TOWN COUNCIL MEETING
MINUTES FOR SEPTEMBER 6TH, 2016
CALL TO ORDER
The monthly meeting of the Elgin Town Council was held Tuesday, September 6th at 6:00pm with Mayor Melissa Emmons presiding.
ROLL CALL
Present were Mayor Melissa Emmons, Councilman Brad Hanley, Councilman Edward Smith, Councilwoman Candy Silvers, and Councilwoman Dana Sloan
INVOCATION
Mayor Melissa Emmons gave the invocation.
PLEDGE OF ALLEGIANCE
Councilman Brad Hanley led Mayor, Town Council and all others attending the meeting in the Pledge of Allegiance
A motion was made by Councilwoman Dana Sloan to be added to the agenda under Old Business for an update on Potter Park with a 2nd motion by Councilman Brad Hanley without further discussion and a unanimous vote.
ACCEPTANCE OF AUGUST 2, 2016 MEETING MINUTES
A motion was made by Councilwoman Candy Silvers to accept the August 2nd minutes with a 2nd motion by Councilman Ed Smith without further discussion and a unanimous vote.

- Councilman Ed Smith had no new information to report
- Councilman Brad Hanley stated the ISO rating for the Town of Elgin has dropped from 6 to 5 and homeowners should see a decrease in their insurance rates
- Councilwoman Dana Sloan had no new information to report
- Councilwoman Candy Silvers had no new information to report
- Mayor Emmons stated Planning and Zoning Chairman Jimmy Crosby has resigned therefore leaving a vacant seat for someone to volunteer for
?OLD BUSINESS
??????????? Councilwoman Dana Sloan stated the Potter Park Committee met August 25th, 2016 and minutes from the meeting were provided to Mayor and Council. Councilwoman Sloan requested the approval from Mayor and Council to approve The Town to purchase 8 Christmas Lights for Potter Park with the approximate cost of $3,000. A motion was made by Councilman Brad Hanley to purchase 8 Christmas lights for Potter Park with a 2nd motion by Councilman Ed Smith without further discussion and a unanimous vote.
Councilwoman Sloan stated the committee also discussed the implementation of a ? mile walking trail, which they have received 2 quotes for and are awaiting 2 more. Councilwoman Sloan stated the Committee would also like to have permanent trash cans installed, public restrooms, a playground and a water fountain. Councilwoman Sloan asked that The Town front the money for these items with the anticipation of $150,000 coming from The State.
Councilman Brad Hanley recommended waiting until the money from The State is received before making any further decisions on purchasing these items for Potter Park, as a Community Center may be beneficial.
NEW BUSINESS
??????????? Roy Fakoury of Kershaw Health gave a presentation regarding quality health care and providing community awareness of the improvements made in Kershaw County health care facilities.
Susan Witkowski, CEO of the Kershaw County Community Medical Clinic presented information on improvements that are being made in the various Kershaw County health care facilities. Ms. Witkowski has over 17 years of service in the health care industry. She discussed the Community Care Project and discharge planner for patients that are insured proper care when they are sent home after a procedure.
Chief Brown will present an update for the Safety Committee Meeting at the next Town Council Meeting.
Mayor Emmons introduced Mr. Jimmy Wallace from the Elgin VFW who presented Chief Brown with an award for Police Officer of the year for his outstanding service to our community.

A motion to adjourn the meeting was made at 7:01pm by Councilman Brad Hanley Councilwoman Candy Silvers with a 2nd motion by, without further discussion and a unanimous vote.
